The Challenge
A pipeline release, a well integrity event, or a refinery incident triggers a producibility crisis the same day it occurs. PHMSA opens an integrity investigation. EPA requests environmental records under the Clean Water Act and CERCLA. State regulators issue parallel demands. Plaintiffs' counsel files preservation notices. Insurers require complete documentation for coverage determination. Each of these parties expects defensible production of inspection records, integrity management documentation, management of change files, operator communications, and engineering documentation going back ten, fifteen, twenty years.
The records exist. They live in Windows File Shares at field offices and refineries. They live in SharePoint sites belonging to engineering, HSE, and regulatory affairs teams. They live in Exchange and M365 mailboxes capturing communications between operators, contractors, joint venture partners, and regulators. Microsoft Teams now compounds the problem: incident coordination, daily operations standups, and contractor exchanges generate communications that must be governed under the same standards as email, and most organizations have never extended their archiving posture to Teams.
None of this content has been classified. Inspection reports for pipeline segments that have since been replaced sit alongside current ones. MOC documentation for procedures that have since been superseded sits alongside active ones. Environmental compliance filings from regulatory regimes that have since been updated sit alongside current submissions. The cost of producing the right records during a regulatory inquiry, and the legal exposure of accidentally producing the wrong ones, is directly traceable to the absence of governance.
AI initiatives in oil and gas compound the exposure. Predictive integrity analytics, reservoir performance modeling, and HSE risk intelligence consume file estate content that includes superseded inspection data alongside current readings, outdated geological interpretations alongside active ones, and resolved incident records alongside open investigations. Acting on unreliable AI predictions in an oil and gas environment is not an analytics inconvenience. It is an operational, environmental, and safety risk.
